What is a bed and breakfast?

Running a bed and breakfast means:

Welcoming guests and letting them a furnished room with access to a bathroom and toilet.
Providing breakfast.
Carrying out a commercial or agricultural activity, either year-round or seasonally.
Limiting the number of rooms to 5 and the number of guests to 15 at any one time.
Registering with the local council and obtaining a licence before starting the business.

Administrative obligations

Registration at the town hall
Registration is compulsory using formCerfa 13566*03.
The form must be sent to the Lourdes Tourist Office.
Lourdes Town Hall will send you a stamped receipt for your declaration.

Once the declaration has been made, you can make an appointment with Delphine to follow up on your application.
She will assist you with registering tourist accommodation and listing it online.

Registration with the French authorities: Obtaining a SIRET number

All accommodation providers must register their tourist accommodation business.
Accommodation providers starting a business as a professional (LMP) or non-professional (LMNP) furnished letting operator, or as a bed and breakfast provider, must, within 15 days of commencing their business,submit an online declaration of business formation or commencement of business via the Business Formalities Portal (GFE).
🔹 This process enables you, in particular, to:
To obtain a SIRET number to be included on your tax return.
To register your business and choose your tax regime.

Adopting a CSR approach enables tourism businesses to balance performance with a positive impact by meeting the growing expectations of travellers and local stakeholders.

The Lourdes Tourist Office has been supported by the consultancy firm Linéa in implementing a CSR policy within its organisation. This has enabled it to draw up itsvery first action plan.

The Lourdes Tourist Office also aims to set an example in terms of sustainable development in the region and offers its support to local tourism stakeholders wishing to adopt this approach.

Tourist tax

Any accommodation provider whose property is situated in Lourdesmust declare the tourist taxcollected from their guestson a monthly basis, at the rate corresponding to their classification level.

Getting your guesthouse accredited

Bed and breakfasts, unique accommodation or light leisure dwellings (HLL) cannot be officially classified, but they can be awarded a quality label.

A guarantee of quality and reliability recognised both nationally and internationally.

Obligations relating to SACEM and SPRÉ

All operators of tourist accommodation (holiday cottages, furnished lettings, guesthouses) who provide their guests with a television or radio must register with SACEM and SPRÉ.

Police records

Anyone who lets out tourist accommodation (whether on a commercial or non-commercial basis) to a guest of foreign nationality must ensure that the guest completes an individual police registration form (including nationals of the European Union).
This form must be kept for six months and forwarded to the police or gendarmerie only upon their request.
